[ARCHIVED] Public Notice of Borrowing Bylaw 21-2023

TAKE NOTICE that the Council of the Town of Slave Lake has given first reading to borrowing Bylaw No. 21-2023 which will, upon being passed, authorize the proper officers of the said Town to borrow $685,000 from the Province of Alberta or another authorized financial institution by way of debentures or bank loan, to finance the purchase of land and a building for the purposes of running a Day Care Facility.

The proposed Bylaw was given first reading at a Council Meeting held on November 7th, 2023.

A copy of this proposed bylaw is available for inspection at Town Hall at 10 Main Street SW Slave Lake, Alberta.

Anyone wishing to file a petition regarding the proposed Bylaw must do so in compliance with the requirements contained in sections 222 – 226 and 231 of the Municipal Government Act, R.S.A. 2000, c. M-26, which include (but are not limited to) the following:

  • A petition must be filed with the Chief Administrative Officer of Town of Slave Lake within 15 days after November 23rd, 2023, the last date on which the proposed Bylaw is to be advertised. Accordingly, this puts the deadline to file the petition at December 7th, 2023.
  • Only electors of the Town of Slave Lake are eligible to be petitioners;
  • The petition must be signed by electors of the Town of Slave Lake in number to at least 10% of the population;
  • Each page of the petition must contain an identical statement of purpose of the petition. The petition must include, for each petitioner, the petitioner's printed surname, given name or initials and signature, the street address of the petitioner or the legal description of the land on which the petitioner lives, the petitioner’s telephone number or email address, if any, and the date on which the petitioner signs the petition.
  • An adult witness to the signature of each petitioner must sign opposite the petitioner's signature and swear an affidavit that the petitioner, to the best of the witness’s knowledge, is entitled to sign the petition. The petition should also attach a signed statement of a person who states to be the representative of the petitioners and to whom the Town may direct inquiries about the petition.

INFORMATION FOR ELECTORS

Pursuant to Section 1(i) of the Municipal Government Act an “elector” means:

1. A person who is eligible to vote in the election for a councillor under the Local Authorities Election Act.

Pursuant to section 47(1) of the Local Authorities Election Act a person is eligible to vote in an election if he:

a) is at least 18 years old,

b) is a Canadian citizen, and

c) has resided in Alberta for the 6 consecutive months immediately preceding election day and is resident in the area on election

A poll may be demanded in the Town of Slave Lake by electors equal in number to at least:

a) in the case of a municipality other than a summer village, by electors of the municipality equal in number to at least 10% of the population and

b) in the case of a summer village, by 10% of the electors of the summer village

in accordance with the provisions of section 223 of the Municipal Government Act and

in accordance with the provisions of section 251 of the Municipal Government Act.

The petition for a vote must be received by the Chief Administrative Officerwithin 15 days of the last publication of this notice and shall contain on each page “an accurate and identical statement of the purpose of the petition”. (Further requirements of the petition are provided in section 224 of the Municipal Government Act.)
